In Costa Rica you can get rentista residency in 7 days and a permit to carry a firearm as an American.
ANYONE have local contacts in Cartagena who can get a CEDULA approved and pushed thru the system FAST? I am married to a Colombian girl and a trip to the local DAS the other day was less than encouraging..
The lady behind the desk was apparently having a bad day and certainly didnt seem to like Foreigners - She was less than helpful

I found in the cali office that being polite and smiling nice .....did absolutely nothing!! I actually felt that being an american was a disadvantage. They really don't care .....one little bit.......about your urgency.
