the problem that comes with giving 'negative' or even 'positive' feedback on a comment is that it becomes useless if you are not held accountable for the rating you give a comment. If you go in that direction, It should be visible who gives the rating and space for a justification... this should be visible at least to the person who made the comment.

Us programmers always love to come up with new features for our personal projects, but often having the time is a big issue. For example, I would love to write some custom software for my phone, but just don't have the time with everything else I have going on.
