Go to a travel agent and ask about a package deal, including the hotel. You should be able to get a much better price.

Just using www.kayak.com I got a price of $402 roundtrip, so a package deal should be cheaper than that.

If you are flying international into Colombia through Avianca, you may want to check with them about an AIR PASS. They do offer a 3 segment AIR PASS for those who use them for the international segment of their travel for $180.00 but you would need to call them for details.

I looked at the 3 airlines that fly from Bogota to Cartagena and Avianca is the cheapest if you need to purchase a ticket instead of using AIRPASS. I plugged in a few dates in September and the cheapest including all taxes and charges were $542,740 PESOS which is approximately $271.5 USD. It is best to have someone in Colombia purchase the ticket or you purchase the ticket in Colombia as Avianca will not give you the most favorable exchange rate if purchased outside of Colombia for domestic travel in Colombia. Below are websites for the 3 airlines that fly from Bogotá to Cartagena.
