Anyone have an idea how difficult this will be for a Foreign person , I am interested in Engineering/IT Work , I have a lot of experience and lived and travelled worldwide , Do I stand a chance of landing a job in Bogota.?.

If you are really interested best bet is to make contact with a US Company for posting in Colombia. Just a "bit" of Spanish will likely prevent being hired.
