FARC says that Uribe should decree DMZ

"Raúl Reyes", FARC spokesperson, has presented his organization's response to Uribe's recent communique, where the government announced its political will to create a "meeting zone" consisting of the municipalties of Pradera and Florida for the negotiation of a prisoner/humanitarian exchange, as long as the FARC doesn't use the zone for criminal purposes or as a "resting place". Uribe also added that he is willing to previously discuss the conditions of the zone with FARC.

In an interview, Reyes (who's not the group's "Number Two", as is often wrongly repeated) argues that FARC is ready for negotiating an exchange, but that Uribe's government needs to first create the demilitarized zone by decree, or else they will not take him seriously. Only then, he argues, will they proceed to verify the situation.

Reyes also noted that their negotiators will have enter the zone under armed guerrilla escort, and that the duration of the DMZ should be extended to 45 days (including days used for verification by FARC).

He also added that they will invite several countries, including Venezuela, Cuba, France, Spain and Switzerland, to participate as "garantes" ("those who provide guarantees", basically).

Finally, he indicated that the successful realization of the exchange could possibly lead to a peace process in the future.

Farc piden decretar desmilitarización en el sur del Valle para empezar negociaciones de canje

"Estamos listos" para el intercambio humanitario, dijo Raúl Reyes en la primera declaración de la guerrilla luego de conocerse disposición del Ejecutivo de organizar una 'zona de encuentro'.

En una entrevista divulgada por la agencia Colprensa, el número dos de las Farc señaló que la guerrilla quiere que el intercambio de secuestrados por guerrilleros presos se realice "cuanto antes porque se ha perdido mucho tiempo".

"Para nosotros poder creer, necesitamos el decreto, además de ver si realmente éste se cumple. Eso se logra con la verificación, porque los hechos son los que cuentan", dijo Reyes.

"Se habrían podido evitar tantos muertos, tanto sufrimiento de los familiares y de ellos mismos, si desde el cuatrienio pasado se hubiera tomado la decisión que hoy se anuncia, pero que no tiene decreto para poder verificar. Por ello decimos: estamos listos", indicó.

En la entrevista, realizada por el periodista y ex consejero de paz Lázaro Vivero, Reyes sostuvo que una vez el presidente Alvaro Uribe oficialice el retiro del Ejército de los poblados de Florida y Pradera (en el Valle) -que las FARC exigen sea por 45 días- el grupo realizará una "verificación" tras la cual se iniciarán las discusiones.

Guerrilla expresa desconfianza

El jefe rebelde dijo que a las conversaciones serían invitados como garantes los gobiernos de Venezuela y Cuba, además de Francia, España y Suiza, que ya están vinculados a la búsqueda del acuerdo humanitario.

Sin embargo, expresó dudas sobre la posibilidad de que Uribe decrete el despeje, advirtiendo que recientemente el gobierno incumplió un anuncio en tal sentido que no trascendió.

"Hace pocos días el gobierno frustró a las personas que creyeron que el decreto iba a salir y que sólo faltaban unas comas y puntos para darlo a conocer, cosa que nosotros nunca creímos, porque sabemos de las mentiras que se dicen desde el gobierno en forma permanente", comentó.

Reyes también señaló que los tres negociadores designados por las Farc deben estar bajo protección de la guerrilla mientras duren las discusiones, distanciándose del gobierno que considera que en la zona no debe haber presencia armada.

"La seguridad de nuestros delegados es importante y por ello se tendrán que desmilitarizar los municipios, para que lleguen escoltados igualmente por guerrilleros, porque no van a ir solos. El gobierno quiere algo diferente, pero no podemos confiar la seguridad a integrantes del gobierno", dijo.

Igualmente, el portavoz aseguró que el canje podría dar pie a una negociación de paz para poner fin a cuatro décadas de conflicto. "De darse el acuerdo y lograr la liberación de los prisioneros, sería una muestra de que podríamos hacer muchas cosas en una mesa de negociación", precisó.

Gobierno, optimista ante declaraciones

El ministro de Interior y Justicia, Carlos Holguín, señaló que ve "con buenos ojos" y considera "interesantes" las afirmaciones de Reyes, sobre el intercambio.

"Me parece que empieza probablemente a abrirse un camino para acordar las condiciones del acuerdo humanitario", indicó el funcionario.

Holguín sostuvo, sin embargo, que "el asunto requiere prudencia y paciencia como ha dicho el presidente Alvaro Uribe", y que en todo caso el responsable del tema es el alto comisionado para la paz, Luis Carlos Restrepo.

"Sólo el alto comisionado podrá recomendar al gobierno si es del caso expedir un decreto o explorar otras alternativas para acordar las condiciones propicias a que se ha referido el presidente" sobre la desmilitarización de Florida y Pradera, en el departamento de Valle.

Mi esperanza es que la paz llegue en Colombia esta navidad Como siempre he dicho, la violencia no es la forma de llegar a la paz. Algun dia los actores armados tienen que dejar de matarse, tienen que hablarse y escucharse mutuamente.

Pues, parece que ese dia se está acercando:

It's not the "same old plan" Because this isn't a "Caguán" in any sense of the word. The size is much smaller, the conditions are very different, and the purpose is very specific.

Yes, the purpose is very specific In the specific case of the hostages there are at least two ways attempts have been made to rescue hostages: 1) negotiate a release, and, 2) go in shooting.

In a negotiated release nobody dies. The guerrillas, the military soldiers or Gaula, and the hostages all have their physical integrity preserved.

In a situation where you go in shooting often a crossfire results and usually someone is shot dead, often one or more of the hostages are killed by the violence meant to liberate them.

Given these two scenarios my preference would be for a negotiated solution which preserves the lives of everyone involved. My great hope is that Uribe and the guerrillas can successfully and nonviolently resolve their differences.

True...or also by the kidnappers themselves who prefer to see them dead than freed, as was the unfortunate fate of the former Governor of Antioquia and his Peace Advisor, as narrated by the two (IIRC) survivors of the incident.

Still, it must be said that in other circumstances many people have been saved by GAULA operations, though that's still a minority of all kidnapping cases, of course.

It's mostly a hope, yes, but I can agree with it.
