ENTRY VISA DAYS - HOW TO COUNT THE DAYS?

Please can someone tell me how they count the days on the entry stamp?
If someone arrives on 27 October and leaves on 22 December, that is 60 days later
But if the first day is counted as day 1, then 22 Dec is day 61, so they have to arrive on 28 October if they are leaving on 21 Dec
So to be clear my question is if someone plans to leave the country on 22 Dec, what is the soonest day they can arrive in Colombia? Is it 27 Oct or 28 Oct?

In your case you must depart before midnight December 26, 2008

But! The officials often round off and simply count each month as 30 days. For example, if you have 90 days starting June 11th, I found that many of them simply said that the period would have ended September 11th, which of course would have been more than 90 days.
