Stop By... Aldina (English), Carrera 7 # 70-80; Librería Nacional Carrera 15 # 123-3, in the Unicentro shopping center; in fact almost all of the Libreria Nacional's have some books in English including best sellers. The selection will be better at one of their stores around the universities.

Used books are the cheap answer Ask around where you can buy used books. I usually don´t pay more than 2mil, maybe 3. I just left BC but I can´t remember the streets. I know there are some withing walking distance of San Victorino, or look in the yellow pages and go from there.
