En Bogotá convocan concentración el martes 28 de julio contra bases gringas

Bogotá- Para el martes 28 de julio ha sido convocada una concentración popular en esta capital contra el intervencionismo norteamericano y la instalación de bases militares gringas en territorio patrio, la jornada de protesta será a partir de las 5 de la tarde en la Carrera 7 con calle 13 o Avenida Jiménez y es convocada por organizaciones sociales y políticas como mecanismo de defensa de la soberanía pisoteada con la decisión del presidente Uribe Vélez de permitir la presencia de personal del ejército de Estados Unidos en varias lugares del país.
Para el mismo día a partir de las 5 de la tarde ha sido convocado un debate por miembros de la bancada del Polo Democrático Alternativo en la plenaria del senado de la república dirigida por la senadora Gloria Inés Ramírez. A la ola de protestas se suman los miembros de la dirección ejecutiva de la central Unitaria de Trabajadores CUT, quienes exigen al Gobierno colombiano el respeto a la soberanía nacional a través del levantamiento de esas bases del territorio colombiano, puesto que esta decisión va en contravía a los caminos de paz que se han buscado, profundizará el conflicto interno y generará conflictos externos. Estas bases concedidas graciosamente por el régimen uribista a los Estados Unidos a espaldas de la Nación y del Congreso, se suman a las más de 700 que ya tiene esta potencia en todo el mundo. “El acantonamiento de tropas extranjeras en Colombia está prohibido por la Constitución Nacional, la cual sólo permite el tránsito autorizado previamente por el Congreso y bajo concepto favorable del Consejo de Estado. Sin embargo, en virtud de este acuerdo, habrá permanentemente en Colombia, por lo menos, 1400 soldados norteamericanos, 800 de manera directa y otros 600 bajo el eufemismo de Contratistas con que los Estados Unidos han disfrazado las tropas en sus guerras mercenarias.” Dice el documento de la central obrera.

“Con esta grave decisión que vulnera la soberanía nacional, Colombia se convierte de hecho en un país hostil para los vecinos de la región, al transformarse en punta de lanza de la expansión de los Estados Unidos. Con esto, no sólo se le entrega a la potencia del norte patente de corso para intervenir en nuestros asuntos internos bajo el pretexto de la lucha antinarcóticos y antiterrorista, sino que se le facilita la infraestructura militar y tecnológica para que desde nuestro territorio se perpetúen ataques y bombardeos a cualquier país de América Latina y del Caribe.” Agrega la CUT.

Estados Unidos Factor de continuidad de la guerra

Según Jaime Caicedo Turriago, secretario general del Partido Comunista Colombiano y concejal de Bogotá por el Polo Democrático los Estados Unidos se han convertido en un factor fundamental de la continuidad de la guerra en Colombia y un factor de desestabilización de la región.

El dirigente de izquierda sostiene que el imperialismo sigue existiendo a pesar que el señor Obama en Washington. La propuesta del tratado militar de Colombia con Estados Unidos y el establecimiento de tropas norteamericanas y aparatos del orden militar del Comando sur en puertos y bases navales de nuestro país y bases militares en el centro de Colombia, apuntan en dirección a la Amazonía y a la Orinoquía en función de proyectos agresivos que el imperialismo no abandona, indicó.

La decisión del gobierno colombiano ha levantado respuestas fuertes de parte de los gobiernos vecinos, como el del presidente de la República Bolivariana de Venezuela, Hugo Chávez Frías, quien anunció el lunes 20 de julio que revisará las relaciones con Colombia, al considerar una amenaza para Venezuela esos tratados militares.

"It sounds to me like the U.S. is planning to increase its overall military and paramilitary engagement in the Colombian conflict," said Wilbert van der Zeijden, a researcher on militarism and globalisation at the Transnational Institute in Amsterdam. Van der Zeijden, who is also executive coordinator of the Netherlands-based International Network for the Abolition of Foreign Military Bases (or No Bases Network), did not rule out the possibility that U.S. forces "plan to engage in on-the-ground military missions together with the Colombian national army".

The "access" agreement provides immunity from Colombian laws for U.S. military personnel posted in this country. "Once you allow the U.S. military into your country, it is often difficult to keep them in check - they are likely to expand their operations whether or not these operations fall under the SOFA (Status of Forces Agreement) signed," van der Zeijden commented to IPS in April.

"We should not forget that military bases are usually inhabited mostly by young men, who get bored and frustrated, being far from home, family, friends and girlfriends/wifes. They seek 'diversion' in town," he pointed out. "The result has been a steep increase in all sorts of crime, including rape, drugs, theft and violent abuse," he said. In Ecuador, "the base led to a sharp increase of prostitution in Manta," he added.

"By staying so close to the U.S., Colombia is more and more isolated in Latin America. This cannot be good for its economical position in the region either," said the expert.

The fact that the government was negotiating U.S. "access" to Colombian bases only came out in April. It turned out that on Mar. 5, then defence minister Juan Manuel Santos, who had expressed his opposition to the idea, had unexpectedly offered U.S. Chairman of the Joint Chiefs of Staff Michael Mullen "to expand the facilities in several air bases."

At a summit of the leaders of Bolivia, Ecuador and Venezuela in La Paz on Thursday, Bolivian President Evo Morales said any politician who allowed U.S. troops into their country "is a traitor to his country, a traitor to his fatherland."

I have to agree with Dolfi about the immunity agreements. I don't like the idea of US soldiers having complete immunity against prosecution by Colombian courts for crimes committed in Colombia. There are a lot of really good people in the US military, but let's face it, there are also a lot of the dregs of society as well. The US military doesn't have a great track record of prosecuting soldier's crimes in other countries. They only seem to do so when something horrible happens AND the press brings it to light.

He is also right about the increase in crime and prostitution in areas that host bases. As Makopff states, these are internal problems for Colombia. I don't care about Chavez and Correa's opinions, but these are serious consequences that will affect Colombians.

There are also positive aspects such as economic benefits to the areas surrounding the bases. These are aspects that should be weighed in an intelligent conversation about hosting the bases in Colombia. It also bothers me that the Colombian government was somewhat on the disingenuous side when it came to informing the Colombian people about the negotiations.

Still, it is pretty much a done deal, so lets hope this turns out well for the Colombian people.

CG, you nailed it! I think this kind of agreement is a mistake. In the 1990s we had a diplomat visiting the US, who got drunk and drove his car into a 16 year old girl's car. It killed her and he had, you guessed it, diplomatic immunity. I dont remember all the details, but from what I remember, he never was held accountable for this. I have a feeling, that if some of the lower life forms in the military caused problems for the communities around the bases, there might be some good old Colombian street justice for them. In my opinion, the immunity agreement needs to be disposed of as there is no reason for the men and women in the US military to not be held to Colombian laws.
