According to investigations by El Pais the principal corruption activity in Colombia involves state/governent public contracts.

I believe it goes back to the old time honored "Lack of Transparency in Government" in Colombia as well as endemic institutional corruption..Maybe our Stimulus plan is modeled after Colombia's contract dilemma.
