Duty taxes when shipping to the US

If I ship a few shirts (5 or 10) to the US, and they all have their invoice in the package but are sent as gifts, do they have to pay any taxes to receive them in the US? How much? Is the process straight forward?

If it is more than six items DIAN decides what the value of the items may be, regardless of the invoice, and then charge 20% of their new price in taxes. Then of course their is pilferage and damage. Best is to bring this in person

Johnny , you are quite correct. They can also decide they are not happy with the invoice value, and double the price of the goods.You then pay 56% tax, and you most probably have some damaged and stolen items.
