DS-156 and DS-156K

The embassy omitted a key part of my fiancee's address when they mailed her Packet 3, so technically, she has never physically SEEN the packet. Using info I got from people on this site, I learned that she needs to return a DS-230 and DS-2001 (formerly OF-169) from Packet 3, which we did by fax.

I have become concerned that DS-156 and/or DS-156K should have been part of that fax as well. Should they have been?

no you didnt need to send those you will need to take 1 copy of the ds-156 to the medical, the other copy to the bank and then to the interview, and the ds-156k you will need to take to the interview as well.

So my fiancee pays the filing fee for the DS-156 at the bank, which is the purpose of taking it there? I'm assuming Banco Colpatria is fine? If so, how much is it and when should she do it? After receiving the appointment letter?

Noooooo..... Before your appointment, you take one the DS-156 forms to the bank (properly and completely filled out...or you can do like I did and fill out a new one in the line at the bank). It has to be the Bank across the street from the embassy (and they are only open from 8:30 to 3:30, M-F, ex. Hol.). There you pay the visa fee ($100USD worth of pesos) and they attach a sticker to the form and your Colombiana's passport saying you paid your fee (make sure they spell her name correctly before leaving the bank!)

Then on appointment day, you take those items, along with all the other forms you need, to the embassy.

I went with my fiance and we did all this the day before the interview. If you schedule everything in advance (and get in line an hour before things open) you can do it all in one day:

Lab tests: arrive at 6:15 for appt at 7:00 am
Bank: arrive at 8:00 for opening at 8:30 am
Dr's exam: arrive at 10:00 for appt at 11:00 am
Return to Dr. for results at 6:00 pm

But your fiance needs to do it BEFORE the interview date since you need to show up at the embassy about 6:00am to get a good spot in line for your 7:00 am interview.
