I could be wrong again, but.... I think it might increase your output for say, an Avianca flight, within Colombia, but only if bought from outside Colombia. But, I just paid Friday for a RT ticket from Pasto to Bogota, and it didn't appear to be so bad. I'm not even sure I am thinking right about it. In fact I'm almost sure I'm not; the fare seemed almost,... equitable.
