it is offensive, so why do you keep doing it? if you want to piss off a latino, simply call them Gringo. they consider it an insult.
when a latino calls me Gringo, i just call them spic, wetback, etc. and see how they like it.

In all cases it depends on the context. Clearly, some countries have had different experiences with gringos so there may be a greater proportion of people in one country that dislike gringos than another or vice versa. For the most part, however, it is the same everywhere. Anyway, the sentiment (negative/positive) is generally pretty obvious.
