I asked a similair question last week here on PBH but didn't get much of a reply. I researched a little more and found this on eBay. From the Feed Back left for this seller and item, seems like it may be the cheapest way to go as after its installed, you are pulling the Signal in for free.

I intend to try out a FTA (Free to Air) satellite dish for all the US & Canadian stations. Check out www.f2atv.com This is a "do it yourself" type of dish service.
I have heard of guys in Panama picking up EchoStar 119 satellite so I expect to receive some sort of signal in northern Colombia. Not too sure about Cali though. It all depends where on earth that satellite signal footprint lands. Presently I receive "TV Colombia" here in Canada on Echostar 110 and I will try to receive Canadian signals in Colombia in the new year.

I live in cali and have Direct TV, I pay 141,000 pesos a month and get many channels in english, the reason the price is a little more is because I've opted for HBO film channels this is extra but I get to see "relatively" new films, you pay your money and take your choice. I have many sports options 4 or 5 live premiership games and many programs with the option of english or spanish language.BBC world, CNN and FOX news all in english but to be honest I'm trying to improve my spanish, its easy to get lazy, so as in Rome do as the Ramans do, ha. If you need more info I'll dig out my bills, but yes there are always promocions.

Getting a signal from directv should be no problem anywhere in Cali. We get it at our farm close to villarica, Cauca

You guys might also consider a Sling Box. Google it to get more info, they are pretty great.
