Difference in electric bill per strata

Okay, reading a utility bill in Colombia is about like reading one here. Basically double talk, different tariffs, discounts, the whole tamale. But, from best I can determine it looks like UTC is right on this one.

A friend had both bills at his house today, one from Strata 3 and one from 6. Here's what seems to be the deal. On the 3 bill there was a discount after the calculation of the KW hours of basicall 10% and on the 6 there was an addition of basically 20% (from our best calculations).

The KW hour cost was the same, the basic service was the same, they took it to the bottom line and either gave a 10% discount or added 20% to the bottom line.

We're having trouble with calculation of the water bill cause right now they are remodeling my place and we use so little water that it's not in sync.

Could be a pattern of no discount for Strata 4, 10% discount for each strata less, 10% addition for each strata more. Is it so?

My water in 6 was 9500 cop. But we're remodeling that unit so they are really not using that much water. I'll report more in the upcomming months.
