dial a cellphone from a fixed line?

Hi,

Real basic question but I can't find the answer. In Colombia, what's the simplest way to dial a mobile phone from the fixed line in my apartment? It seems to be blocked. I'd prefer not to have to buy an account with anybody.

You might like to try a phone card. You purchase a pin and they give you a local number to call.

I just looked briefly but one I found a couple of cards that charged around 40 cents a minute.
