You wife should just walk around Most apartments are never advertised anywhere other than a sign in the window. Walk around, see the signs, call number posted on the signs... They are not even in the newspaper, nevermind a website or agency. She can take a taxi to the neighborhood of interest and walk around for an hour or two.
