Cyclovia question

do they still have Cyclovia on sunday mornings in Cali?

I heard rumors that the city was going to shut it down or greatly restrict the road closures.

any residents know current status of Cyclovia in Cali?

The origin of the Cyclovia

Bogota is the capital of Colombia - South America located in the Andes
Mountains. Currently Bogota has a population estimated in over 7 million and an income per capita of around US$2000 (WorldBank, 2006).
In 1974 the non-profit organization Procicla encouraged the mayor of Bogota to hold the first pilot Cyclovia. In this first pilot two short segments of arterial roads in the central business district of the city were closed to cars.

According to IDRD (2006) the main motivation for this first Cyclovia was to bring to the attention the rapid expansion of the motor vehicle and the lack of public space for recreational purposes.
One week after the pilot Cyclovia, the city decided to have another. It was a similar event, but in this case the roads were not only closed for the transit of cyclists and pedestrians, a bicycle race was made the main attraction of the day (CUA, 2005).
After the extensive approval of the first two pilot activities, the mayor of Bogota decided to regulate by decree the existence of the Cyclovia (IDRD, 2006). These initial regulatory documents gave legal protection for the existence of the
Cyclovias. However, some limitations existed in terms of administrative arrangements and the popular initiative lost interest from the community.
Some authors called the period between 1976 and 198 as the conceptualization era for Cyclovias in Bogota. This is particularly important considering that during this era Cyclovias had fluctuating interests from governments and community
members.

In any case, some commentators appear to suggest that one of the key elements to maintain the Cyclovia running during its first period was the decisive support from the private sector (IDRD, 2006).
By 1995, the Cyclovias in Bogota were considerably embedded in the culture of the city but its current administrative arrangements and planning processes where not permitting its expansion. To respond to this situation the local and regional governments decided to develop a stronger policy framework for its future sustainability.

The results of this policy framework generated a stronger community sentiment for cyclovias in Bogota. As Mr Enrique Penalosa has expressed (NYC-SR, 2005), the culture of the cycling is now part of the city in such a way that any political leader, regardless of parties or political affinities, is committed to promote walking
and cycling in the city."
