Some here have wondered about the price differences in utilities across estratos. I was cleaning up some favorites/bookmarks recently and came across this site:

Click on "tariffs" on the home page and you can download an Excel file that shows the fixed and variable costs by month for residential estratos 1-6 plus commercial rates. There is one Excel sheet for water service and one for sewer service.
In general, variable charges (based on consumption) for estrato six are 5-6 times as expensive as estrato one. Imagine that! And the fixed charge for estrato six is almost ten times more.
