colombian residency for US citizen

Sorry for asking something that has probably been asked a million times, but as usual I can find a lot of interesting stuff in the archives, just not the specific stuff I´m looking for. My wife is Colombian and I´m from the US. We are in Barcelona andwill be moving back to Colombia on June 14 (YEAH!). I may be a ble to get my residence from here in the colombian consulate in Spain, if there is time. If not, how do I get it once in colombian? I know that I would have to leave the counhtry to get it, but how often, for how long.....
Also, we will be in Ny for 2 weeks in august, if so would that be time enough to get it there?

Visa & Cedula If you are talking about the "Spouse Visa"
You can maybe go to the Colombian Consulate
in New York City or Miami.
When you go, be sure and take all required documents
and photos. Cost for visa is/was $165.00 and is good for
two years.

ALSO

Besure and pay attention to the requirement that
you go to DAS and get your "Cedula Extranjeria".
You have 60 days to do it. Here again, besure and
try to have all the required documents and photos
prior to going. It expedites matters.

I had one once before that I got in NY and they glued it in my passport on the spot, but like Bruce said I should do, I didn´t paya ttention to the DAS requirement once there (failure to pay attention to details). I doubt I´ll have time to get all the documents that I´ll need in NY so I´m still going to try do do it first from here in Barcelona.
