Colombia To Maintain Oil Self-Sufficiency Until 2016 - President

BOGOTA -(Dow Jones)- Colombia will maintain its oil self-sufficiency until 2016, President Alvaro Uribe said Thursday. The previous estimate was 2015.

"We can now almost say the oil sufficiency is guaranteed until 2016," Uribe said in a speech. "There is a great enthusiasm for exploration in the country."

Colombia produced on average 540,000 barrels a day last year. About half of its output is exported, primarily to the U.S.

Colombia is currently Latin America's fifth-largest oil exporter, but if production and consumption remain at the same pace and companies don't find more oil than they pump up, the country will become a net importer at some point.

Several companies found some minor oil reserves in Colombia in the past years and others raised the amount of commercial reserves as a result of higher oil prices.

Colombia enjoys a reputation for strong contractual stability and favorable terms, including royalties as low as 8%. After decades of kidnappings and attacks by rebel groups on oil infrastructure, Colombia's security situation has also improved, as beefed-up security has put left-wing guerilla groups and criminals on the run.

The Colombian government plans to auction rights to explore oil in 151 blocks in 2008.

Mines and Energy Minister Hernan Martinez recently said a few companies are in the process of labeling about 190 million barrels of new oil reserves as " proven."

El propósito es aumentar la producción este año hasta una tasa promedio de por lo menos 550.000 barriles, lo cual le daría holgura al país, en términos de autosuficiencia petrolera, en el corto plazo.


"Mediante inversiones en los campos viejos y con los pequeños descubrimientos se ha logrado aumentar el número de barriles por los oleoductos. Aun cuando no son unos incrementos altos, sí han logrado un aporte económico positivo", dijo Alejandro Martínez, presidente de la Asociación Colombiana del Petróleo, que reúne a las empresas del ramo que operan en el país.

Esos barriles de más se han vuelto muy atractivos a la luz de los precios internacionales del crudo, que esta semana alcanzaron los 115 dólares.

Los mejores precios, unidos al aumento de la producción, provocaron un incremento del 97,4 por ciento en el valor de las exportaciones de petróleo y sus derivados en enero. Estas totalizaron 869,5 millones de dólares, frente a los 440,6 millones del primer mes del año pasado.

'Necesitamos un gran hallazgo'

"Creemos que vamos por buen sendero y que se está haciendo lo que se debe hacer, pero hay que seguir trabajando duro hasta encontrar lo que nos hace falta para alejarnos de la pérdida de la autosuficiencia: un yacimiento nuevo con reservas superiores a los mil millones de barriles recuperables. Ojalá esta ocurra pronto", señaló Hernando Barrero, presidente ejecutivo de la Asociación Colombiana de Ingenieros de Petróleo.

La producción de gas también subió, de 789 millones de pies cúbicos por día en febrero del 2007 a 862 millones en el segundo mes del 2008. La mayor extracción ha sido alentada por el desarrollo del campo La Creciente (Sucre), explotado por la canadiense Pacific Rubiales Energy.
