Colombia Telephone Service Does Not Make Sense At All or Need Help Here

I have EPM Telephone Service in my Medellin Apartment and here are the following rates per minute Pesos ofourse.. Which they charge per minute for landline to landline cheap but wierd..How can it be cheaper calling a Comcel from the United States than from your house in Medellin.. I cannot make sense of that.. Per these rates it is 700 Pesos per minute to call a Comcel from your house and its about 200-400 Pesos per minute from the United States or using your Vonage phone in Colombia..or calling from Medellin to Bogota it is cheaper to call from Miami to Bogota.. Crazy..I have a Vonage for a Line 2 in my medellin apartment Thank God...I am almost now certain it is cheaper to call a cellphone with my Vonage than using Comcel prepago and definitely cheaper than using my EPM Landline service..Please correct me or somebody help me I doing something wrong I have the wrong service or something.. Much different than here in Miami.

That is how it is cheaper to call using voip providers than regular phone companies, although some or most of them are now using Voip as well.
