Cell phone accounts in Cali. Moviestar???$$$$

Seems my novia has been sent a letter from Movistar in Bogota saying that the rate she was given back in December is being raised around $50 US a month. Now how can they do that when she signed a contract in the 1st place for a year. 2nd. Do's anyone know of a good cell phone company that do's service in Cali that is not going to rape you. She emailed me a copy of the letter, also. That's generally what it say's. They are going to do this that very moment, raise the rate. Don't they have to wait until your yearly contract is up. Any info about good cell phone contracts in Cali would be apprecieated. Thanks

movistar started ripping you off on the pre-paid as well - comcel is the best their $96mil/month plan gives you 800 minutes to any destination - 9 comcel #'s free first 5 minutes, and $120 for any minutes over 800
