You Should Wait... until after you turn 18 to apply. The cedula is issued only to those 18 and older. If you will turn 18 shortly after arriving in Colombia the tarjeta de identidad, as British Paisa said, is a waste of time.

DO NOT FORGET TO HAVE THE PROPER APPROVEL TO TRAVEL AS A MINOR(under 18). Minors (under 18), who are traveling alone, with one parent or with a third party must present a copy of their birth certificate and written authorization from the absent parent(s) or legal guardian, specifically granting permission to travel alone, with one parent or with a third party. I would check if you are not traveling with BOTH parents.
