Those are two different one way streets. This happens all the time in major cities as there are one ways and traffic crossing over on one side and not the other. Most of the time the disparity of lights is for pedestrians.

What you have above is a red light for pedestrians (fotographer's viewpoint) crossing the VERY FIRST STREET because there is a green light for cars coming accross from the left hand side. If the photographer sticks his foot in the street it could get run over by the cars coming from the left - none are in the shot. The green ahead of that is for pedestrains who may be in the middle island to cross the second streeet - to get to where those poeple are standing at the far corner.

How is this possible? You MUST understand the lane just to the left of the photographer - it has a straight and a left but the straight is in front of the photographer - where the bus is is a one way forward. The island part IN THE MIDDLE OF THE FRAME where the pedestrains would cross (none are in the photo) would be crossing in front of the bus who has a red light and the pedestrians would continue to where the people are standing far corner - near the yellow building.

IMPORTANT - OK the traffic lane to the left of the photographer - this traffic is not in the frame - the lane of traffic to the left facing the photographer if he were to run to his left 90 degrees.

In other words the street facing directly accross these two right lanes (hidden directly to the left of the photographer) 1.) goes straight and passes the photographer from left to right of the frame at his feet, hitting all pedestrians crossing the red. AND also this hidden lane to the left 2.) is also making a left and crossing the bus that has the red. Hence the disparity of the light which in this case are for pedestrians in two different places in front of the frame ( 1.) island and 2.) photographer ). The red light ALSO is for the cars stopped directly 180 degrees behind the photographer's left shouder - these cars, when getting the green, will cross forward as the photographer faces as if he were to procedd ahead. Also at this time when those cars do proceed that second light that is green will be remain green as well.

This is not easy to explain without drawing a picture or without actually being there. I know this reposnse will most likely cause headaches. You were there and survived, yes?
