Cartagena in August busy with parties, college students?

School break (summer break in the US) happens before, during and after Christmas (approximately mid Nov to Feb more or less) for all schools in Colombia- Kindergarten to Universities. Uni's tend to have shorter breaks.

If you're talking about American college students, Cartagena isn't exactly the next South Padre Island. The nice beaches without the pesky vendors are a ways outside of the main town.

I went to Cartagena for the first time in mid August. It was quite a bit slower than the other times I've been.
