Cartagena business climate

I am interested to know what the business climate is like in Cartagena. Would/Could a luxury retail business work there? I understand that this is a very general/vague question but I would appreciate any opinions.

I am in the same pickle man... but so far what I have dicovered is the clientele is great in-season (tourists), and the season is generally 7 - 8 months long (drops off signficantly after that). Mostly Europeans and some locals and Venezuelans. If you target the Euro-tourist market you probably have a shot with a recognizable name or brand, but if you are looking for local clients you will have to be unique.
