Señor Presidente, en menos de dos semanas los grupos paramilitares —ahora mimetizados en la vaga definición de bandas emergentes— han asesinado a 12 personas, han desaparecido a nueve y han desplazado a otras 120. El 31 de diciembre de 2007, en el corregimiento de El Palmar, Nariño, asesinaron a cuatro adultos y un menor. El ex gobernador de ese departamento, Eduardo Zúñiga, atribuyó la masacre a paramilitares. Ese mismo dÃa en MedellÃn, fue desaparecido el abogado VÃctor Hugo Gallego, de la Corporación para la Paz y el Desarrollo Social, Corpades.
El abogado Gallego habÃa formulado insistentes denuncias sobre la actuación paramilitar en MedellÃn. El 11 de enero de 2008, mientras se realizaba una fiesta familiar en el barrio ‘Once de noviembre’ de Santa Marta, varios hombres armados llegaron disparando, asesinaron a cinco personas e hirieron a tres más. Las vÃctimas eran lÃderes comunitarios. El 14 de enero, la DefensorÃa del Pueblo informó que un grupo paramilitar incursionó en Santa Mónica, Chocó, asesinó a dos personas, se llevó a otras ocho y desplazó a cerca de 120 habitantes de la población.
A estos graves hechos cabe agregar que recientemente en Bucaramanga han aparecido en lugares públicos mensajes amenazantes del grupo ‘Ã?guilas Negras’. El alcalde de la ciudad desestimó las amenazas diciendo que estos grupos no tienen presencia allÃ. No obstante, en un informe de 2007, la DefensorÃa del Pueblo advertÃa que en el departamento de Santander se registra la existencia de tales agrupaciones. Esto significa que en cuatro departamentos del paÃs y en menos de 15 dÃas, los paramilitares han cometido dos masacres, varias desapariciones forzadas, y han provocado el desplazamiento forzado masivo luego de una incursión armada.
Pareciera que esas vÃctimas son inexistentes. De ellas no llegarán pruebas de supervivencia. Sus restos irán a parar a las fosas comunes o a los rÃos. Ni los gremios empresariales ni la Iglesia ni los alcaldes ni los gobernadores ni los grandes medios de comunicación convocan a marchas de rechazo ciudadano ante esos crÃmenes. Tampoco reclaman que devuelvan con vida a los desaparecidos.
¿Qué se puede esperar de esos funcionarios e instituciones cuando la actitud del Gobierno Nacional está marcada por el silencio y la negación? En vez de condenar esas atrocidades, Usted, señor Presidente, se empeña en intentar convencer al paÃs y al mundo de que los grupos paramilitares ya no existen en Colombia; una afirmación que desmienten irrefutablemente los hechos. ¿Cuándo se pronunciará Usted sobre los crÃmenes contra la humanidad que siguen cometiendo los grupos paramilitares? ¿Cuándo hará una alocución solemne para condenar las desapariciones forzadas masivas que han llevado a miles de compatriotas a fosas comunes y cementerios clandestinos? ¿Cuándo el Gobierno Nacional se pronunciará oficialmente contra el desplazamiento forzado practicado por los paramilitares que han arrebatado la tierra a millones de compatriotas?
Es cierto que el secuestro es una práctica criminal que la sociedad colombiana no debe tolerar bajo ningún concepto. Pero en Colombia no sólo existen cientos de secuestrados por las guerrillas. Hay miles de desaparecidos, asesinados y desplazados por agentes estatales y por los grupos paramilitares que, como Usted recordará, fueron auspiciados hace más de una década a través de las empresas de seguridad Convivir. Esa realidad no se desvanecerá con la tozuda insistencia del Gobierno en una concepción unidimensional del terrorismo.

billyb says on Jan 19, 2008, 23:53: I think the reason anti AUC threads don't get much traction, is that, with the possible exeption of John_Stark, nobody justifies or makes excusues for the atrocitiescommited by the paras as you get with some, very few, Colombians and many foreigners making excuses and trying, unsuccesfully, to legitimize the FARC. So these threads die from their own inertia.

billyb says on Jan 20, 2008, 00:09: That is the thing, maybe not expressly supportive, not wanting to have to defend that indefensible position, but like i said, making excuses for the FARC's actions and blaming them on the governament's "intrasigience". There are a few on here like that, otherwise the anti-FARC threads would die within a few posts, just like the this one will. Have you seen anybody on this thread defending the actions of the paras, or even making excuses for their actions? Atrocoties are atrocoties and there is no defending them. BTW, T, I'm not aluding to you whan i say this, as your arguments are frontal, nuanced and respected.
