I'm listening to this "El Solar Stereo" radio station, I think it's from Cali... and they keep running an ad for "Fly/Vacation in Puerto Rico".

sloopskipper says on Aug 23, 2009, 19:06: You must clear U.S. customs, & immigration at SJU, the same as any U.S. port of entry (with the same immigration requirements). To continue on to the U.S. (or maybe to enter Puerto Rico [?]) you must also submit to U.S. Department of Agriculture inspection. softair says on Aug 25, 2009, 10:20: I myself and my yacht and crew were recently in P:uerto Rico and we entered US waters around "Culebra" where the boat and crew cleared customs. Very friendly INS officers as long as the yacht's and people's documents are OK, colombians do need a visa to enter Puerto Rico, here is the yacht and Old San Juan at the background, also a Santurce video after it:
