Can an American citizen, travel to Colombia and back, with a European union passport? HELP PLEASE

Tonight my Austrian`s friends 19 year old daughter, is traveling to visit with my family in Medellin, She applied for her renewal US passport but did not get it on time. She is traveling with her European one.
Does she need a visa to come into Colombia, would she be able to get back in the States?
I have been calling the Colombian Embassy here in L A but is always busy.

PLEASE HELP!

Plus, if a US dual citizen tries to leave the US without a US passport, they're going to ask you how you entered the country on your other passport without getting a stamp. They probably won't even let you leave.

njc: I say the same thing, you need the US passport to leave and enter the USA. They think that showing her birth certificate will show she is American when she come in to the USA. They claim, she entered the States from South Africa, few years ago.

I am very worried for the girl, it would be so very sad if she can even leave. The parents will mail her the passport to Medellin when it arrives?!. She will stay for 3 weeks.

What happen to: if you are born in the US, and have dual citizenship, you have to leave and enter the US with an Us Passport???
