Calling a cell phone in Cali

How in the heck does one call a cell phone in Colombia, from Canada? My Colombian neigbour managed it once, but has never been able to repeat her earlier success.

Say the cell phone number is 315 574 XXXX. How do I dial this from Canada (or the US - same procedure).

And why that didn't work... the first eighteen times I tried it, I'll never know. I did try that some months ago, as did my Colombian neighbour, with no success. I just verifed it now, using Skype (dialed +573 15 574 XXXX), and connected with no problem.
