What's the best option to purchase say about 4 computers for an establishment? Would it be better to buy them thru Dell or have them made up at some computer shop? And I'm talking about Medellin guys. Anybody have experienc with buying computers in Medallo?

I would suggest making a list of the computer's required hardware (512 RAM, 120 GIG drive, etc.) and then shop around for the best price.

But for a company, taking the Dell option would be a very good idea. Dell has lovered it's prices very, very much. And they have legal software. Well, it's WinXp Home Edition but you surely can handle that. technically, a business doesn't need an extremely powerful computer (a Celeron or a Sempron would do). For your house, get a powerful machine.
