It is located in "Terrazas" area, next to a japanese and mexican restaurants and you can get good food for like 10 usd. Another good place for local food is "Mercagan", you can get great great hamburgers there. As far for places to drink, you can find in "Las Palmas" park a great place for cocktails. Dancing depends on what kind of music you like. "Cabecera" area offers a bunch of places you can choose.

Toscana is good too with a decent Chilean& Argentinan wine selection. For an acceptable Japanese experience go to Fujiyama (around calle 35 & carrera 33).
