So, I get my new apartment and naturally ring EPM to get broadband and cable. They tell me I have to wait for the previous tenant to cancel his contract and that this will take 20 days. No, problem, all things come to those who wait.
20 days later I ring EPM and make my request and get quoted 78,000 pesos for an internet/cable/telephone package. But, wait the ‘system’ is down, so I have to call back later.
EPM is seemingly unable to pick up the phone for 3 days, but finally, I get through. I get quoted the same price, but now my Cedular de Extranjero is not recognised by the system. Apparently, I just need to go to the EPM office and show them my ID card and/or a copy of my contract for purchasing my apartment.
I go to EPM’s office. I get quoted a price of 108,000 pesos for the same package. According to the sales clerk, this is normal, “EPM frequently quote incorrect prices over the phone�?. I try to call EPM on my mobile phone in front of the sales clerk, but of course, they don’t answer the phone.
So, I give in. I agree to pay the new price. Now, they tell me I can’t open an account with EPM. I explain that I have bought an apartment, that I’m already paying EPM for Gas, Electricity, Water and Telephone. That I can register a business and that I have Colombian residency. They say, “yeah but I bet you don’t have a bank account�?. But, in fact, I do. They say, “but, I bet you don’t have a credit card�?. But, in fact, I do.
They tell me, regardless, I have to wait 6 months, build up a credit history with EPM and come back and try again!

Before we came back from Australia it was rented through a company. The previous tenants set up an internet account through ETB on the line. No problem. Except that when we went to move in we kept receiving the bills for the previous tenant and we needed the previous tenant to sign a form saying they didnt want the service anymore....How the hell are we to find the previous tenant. We have finally stopped the bills coming through, but not without inside help in ETB. So after waiting probably about 2 months, we will finally have internet tommorrow. Its been a long wait. Life is a mystery here, I think they based the program LOST on Colombia.

Her brother and and a family friend went and stood in line over 4 hours on two occasions and they called at least three times a week. Each time, they were told that a service order was in place for next day. Eventually, they came out and reinstalled the line.

There has been a major public uproar in Neiva about the massive problems with Telecom. I have read many articles about the subject in recent weeks. I'm sure even the most laid back Colombian would get a little peeved about having to wait in line four hours and get absolutely no results.
