Does anyone know of this area, and would they consider it safe for a foreigner to wander about it unnaccompanied?

I didn't mean to offend you by saying that 7 de agosto is filthy, and there's nothing wrong with not being able to afford something in the "clean part of the city ( teh rich and the poor are both filthy but up north the garbage truck stops by more often)... I'm Colombian, from Barranquilla, and I've lived here (both in Barranquilla and Bogota) all my life... I agree with you avoiding unfortunate conditions doesn't make them go away, but when you live here and you have to see it everyday and think about the people who have to live in it everyday is even worse.. . and of course I've been to places 100 times worse than 7 de agosto...

7 de agosto is the closest cheap food market to Chapinero, so also among the best places for an ensalada de frutas, morcilla, lechona, and a vast variety of whatever fruits and vegetables happen to be in from the mountains, jungle, and coast on any given day.
I'd second the opinions that you need to be careful. There are hot-spots for drugs and prostitution in 7 de Agosto during the day, imagine what it's like at night! If you're a gringo / American / European / whatever, you'll stand out the whole time you're there. But that's not so bad sometimes.
