Just wondering if it's legal for all (including non-national personsas) to play Baloto and collect winnings. IE: a person living here on a "Spousal Visa". It'd really fry me if I was ever lucky enough to win and then have turn over the winning ticket to my wife to collect MY winnings. I looked at the back of a ticket and from what I understand, there's no restrictions of/on adults of other nationalities playing. ????????????????

I know from last year that an appartment was the main prize in a lottery of a shopping centre and it was wone by someone with a C.E. At least, that's what we were told...
