Are there clear steps in getting a Colombian passport?

I am trying to help my Colombian girlfriend a passport. We have just started looking into this and hopefully some of you can share with us things we should do -- and things we should avoid. It would be great if someone could list steps in obtaining a Colombian passport. Thanks, this site ROCKS!!!

I don't know the govt. office you need to go to but it's amazingly simple for a Colombian... they just show the cedula and its done.
Anyway that was my experience about 5 yrs ago in Medellin.

It's EAAAAASY, especially in big cities like Medellín and Bogotá. She just needs her cédula, copies of her cédula (front and back), 3 passport photos and $$. I think it's like $100 or so. That's it. If in doubt, she can just call to find out.
