Anybody know if Comcel and Movistar phones are open?

The answer to your question: No. You have to get it unlocked. Cost 10k- 15k pesos to unlock you cell in Colombia. It is likely that one of the vendors at the store where you buy the phone can do it. Some tech guys are so good that they can take any cell phone and reload it with software and set it to do anything that that particular model can do in other countries.
