I need an affordable cell phone/plan in Colombia that functions as a cell phone in Colombia yet can also receive calls and make calls to the US. Does anyone have any recommendations?

However, they do not have service in many rural areas and along a lot of the major highways between cities. If you need coverage in outlying areas, in small towns or on the road, you will want Comcel.
