Any cell phone plans in Colombia that accept calls from US?

I think all plans can receive calls from US and be used in Colombia. I am sure you can also make calls, but the rate will be really high. My friends use either Vonage or just go to internet cafe and make long distance calls that way. That is what my friends do.
