Are you using the right area and calling codes, especially for the cell phone? That area is close to the airport and Salitre Plaza. Not knowing the purpose of your visit to Bogotá it is had to make a recommendation. A plus is it is close to downtown and the La Candalaria historic district-minus it is a long way from the Zona Rosa on the north side where many of the better restaurants/discos/malls are located. We live on the north end so we know this area better than towards the airport. For what it's worth we have had friends stay there and they had no real compliant-except that it was not as upscale as the photographs indicated.

Looking at the map, I can't see a Calle 23 in Modelia, a D22 is marked, (maybe D23?). There is a Calle 23 in the next barrio - Fontibon.

Modelia is part of an area called Fontibón. Also other barrios are La Esperanza,Tarragona, La Giralda. 26th runs on the east side of Fontíbón a main street whose other name is Av. Jorge Gaitán or Av El Dorado. Think Terminal de Transporte and 23 is ten or twelve blocks west of that and south of Av El Dorado.
