Absentee Voting

My wife is a Colombian citizen and wants to vote in the upcoming presidential election. Can you get a Colombian absentee ballot?

YES you vote thru the Colombian Consulate. Go to your nearest Colombian Consulate and register to vote.

No, but yes Colombia doesn't have an absentee ballot system. Voting must be done in person, but polling stations are installed all over the world, particularly in areas with high densities of Colombian residents. She can now register to vote in the nearest consulate/embassy (where do you live?), up until APRIL 3RD, for the first round of presidential elections to be held on May 28th.

Voting... outside of Colombia, sadly, was insignificant.

In the upcoming presidential election May 28th, Uribe will win (my guess) by over 60% so no runoff. Amnesty International eat your heart out. His main opponent again, affectionately known as "The Moustache" will get beat handily-Gee! after two attempts you would think the guy would give up. I am. of course, referring to Horacio Serpa, leader of the opposition Liberal Party.

Voting outside Colombia for congressional elections is always very low, (it is always low within Colombia as well) as most people really do not know much about who is a good or bad candidate from their far away homes, for Presidential elections it is actually the opposite, voting abroad tends to have very little abstentionism abroad especially compared to the internal lack of voting which usually still reaches around 45% for the Presidential ones.
