Why must you buy the whole bottle?

Whats up with many of these places selling you the entire bottle of liquor? I tried to do some hopping from lily pad to lily pad and could not find many places to sell me a shot. The places I found that had what I wanted, I would have to buy the whole damn bottle or nothing.
