Canadian visa forms on the web - where did they go?

Finally, I am ready to start filling out the visa forms...and they're gone!! The CIC Bogota website no longer has the PDF forms available for download, and they seem to be missing from the Canadian CIC site, too. Has anybody heard what's going on? I'll call tomorrow, but would appreciate any insight from someone who has already looked into this.

Also, when I check the processing times, I get bounced back to the home page. Hmm... I hope it's just the site being updated.

Lights and water out in Valle de Cauca?

Anybody else hear anything about this? I just talked to my wife in Cali, and she said the whole city, as far as she can tell, is without power and water. Her mother is in Florida (Colombia) and reports the same problem. She says it is rare for a power outage to be this widespread, and for the water to be off at the same time is doubly strange. Bad guys? Storm? Que pasa? ...

Calling a cell phone in Cali

How in the heck does one call a cell phone in Colombia, from Canada? My Colombian neigbour managed it once, but has never been able to repeat her earlier success.

Say the cell phone number is 315 574 XXXX. How do I dial this from Canada (or the US - same procedure).
