Passport Issue,and one way flight need help!

Is it possbile to obtain a new canadian passport in Colombia? or must I return to Canada to get one?The reason I ask is in order to obatin a student visa my passport must be vaild 3 mths after my my visa expires which it wont be. One more thing can I get into from Canada with a one way ticket or must I have a return ticket? Need help! ...
