You can go to any consulate and apply for a replacement. I know they do them in Miami. I believe the woman who handles cedulas there is Monica.

As a gringo who fell in love with this special place, I've always wanted to do something to help Colombia. With this newscast, I'm hoping I can help change international perception about this place... and show the world the true Colombia.
