Credit in Colombia

I have a small cabina/internet business in Colombia, but the phone companies in Colombia will not sell me cell phone plans because I do not have a cedula or Credit history. I go to the banks to get an account or a credit card to establish history, but they will not give me an account unless I am Colombian, not even Citibank.
