renewal for pensiando visa??

just a quick question i have received pensiando visa for one year,my question does it have to be renewed in the same issuing office,or can it be done in mre en bogota??also i was told that all papers must be resubmitted yearly for renewal(statement of pension,police report etc)is that the case or is it merely stamped and extended? thanks for any input ...

is it possible to buy car with us passport...

or is ced ext needed.i was told cedula was needed to actually register the car,this would be purchasing thru private seller no dealers or financing involved,also if for example asking price was 20 mil if paying with cash is it possible to lowball say 3-4 mil off because strictly cash.(yes i know depends on bartering skills)any one with experiences with this thanks ...
