There are 2 cheap options one is called Iguana hostel, their phone number is 052-6613522 and there´s another one called calidad guest house but i dont have their numbers now, they charge like 10 USD per nigth in private room and a bit cheaper ina shared one, you better book now cause for the feria season hotels are crowded.

La casa de Felipe is the best place to stay in taganga, altougth there are other hotels in fornt of the beach, this one is just 2 blocks away from it, and is uscha great plac, dont doubt about staying there I REALLY JUST LOVED IT and s so cheap for the great service you get.
Actually thre´s a promotion on avianca to buy tickets for 149.000 pesos if you pay with a visa card, and you can travel till the 15 of december... but only if you are in Colombia i guess.

Im also planning to go to Cali for the Feria season, reading the Lonely Planet guide and also asking the owner of Platypus (great hostel in Bogotá) I know about two pñlaces, never been ther but are higly recomemnded and cheap, i think they are close ot the center.
One is called Iguana Hostal, run by a swiss woman, their email is iguana_cali at yahoo.com, their phone number is 57-2-6613522 and the other one is calidad Guest House, both charge 26.000 pesos per nigth for a a doble room.
