My husband and I are planning a trip for several days to Cartagena, We would like to keep it economical and safe. Who pays maintanace on a rented apartment?

My husband and I are renting an apartment direct from owner with a standard Colombian one year lease contract. When we need a repair, who pays? the owner or renter? So I know the new posted rate for this route in 2008 is 70,000. I used to always buy my tickets online from Berlinas for 55,000 but now their site is not working so I can't.
